Buying a Car Through CSD? Eligibility & Pricing
Key Highlights
- Vehicles available through CSD canteens are not physically displayed or stocked at the facility.
- As a general rule, CSD car purchases are limited to just one every eight years.
- Not all CSD beneficiaries can purchase a car through the canteen (eligibility varies with rank).
CSD or ‘Canteen Stores Department’ is a welfare organisation under the Ministry of Defence and the Government of India, aimed to provide subsidised goods to serving and retired military personnel or their dependents. In addition to basic amenities, stationery items, household requisites and consumer electronics, high-value goods such as passenger vehicles are also available through CSD canteens.
The eligibility to purchase a brand-new car through CSD canteens varies with the rank of the military personnel, serving or retired. Furthermore, there are limits to the frequency of vehicle purchase through CSD (one car in eight years, as a general rule). Prices are significantly lower compared to the general market. GST reductions largely achieve this.
Eligibility Criteria for CSD Canteen Car Purchases
The eligibility of an individual (serving, retired or dependent) to purchase a car through CSD canteens is based on their rank and ‘pay level’. The eligibility is valid through life, but the number of purchases and the interval between each are limited. Here is a brief overview:
| Pay Level | CSD Car Price (before taxes) | Purchase Conditions |
|---|---|---|
| Less than 3 | N/A (only select two-wheelers) | N/A |
| 3-5 | Rs. 8 lakh (Rs. 13 lakh for EVs) | First car after 5 years in service Only 4 cars in a lifetime 8-year purchase gap |
| 6-9 | Rs. 10 lakh (Rs. 15 lakh for EVs) | Similar to above, but up to 5 cars in a lifetime |
| 10-18 (including civilian officers) | Rs. 20 lakh (Rs. 25 lakh for EVs) | Purchase limited to one in 8 years (no other restriction) |
Pensioner widows and Next of Kin are also eligible for CSD car purchases. However, this lapses if the armed forces personnel had purchased the total allowed number of cars before their death.
CSD Canteen Car Prices
CSD car prices, approved by the central government, are uniform across all 34 outlets (as of 2025). However, the product portfolio may not be as extensive as the general market. For instance, trim choices, special editions, powertrains (automatics, petrol+CNG, AWD, etc.) or colours may be limited. Engine capacities and price ceilings are crucial deciding factors.
As a result, the list of available cars is dominated by affordable cars. High-end vehicles are generally not available as CSD price reductions come within the Ministry of Defence’s annual budget.
The prices are formulated in a way that only the costs after leaving the factory are reduced (such as handling charges). This ensures the usual profit margin for the manufacturer. Cars are purchased directly from the manufacturer in bulk (thus, high-volume standard variants are preferred). Compared to a 28% GST for civilians, CSD purchases attract substantially lower taxes due to the removal of ‘CGST’. SGST may still apply.
All prices are pre-approved, listed and updated based on manufacturer revisions. Prices remain the same across all CSD outlets in the country. There is no room for further negotiation.
Prices of CSD cars are available on the ‘Canteen Stores Departments - Armed Forces Degree’ or CSD AFD website (login required). Manufacturers also list the same on their official websites.

Loans, Registration & Additional Costs for CSD Canteen Cars
Car loans are available for CSD purchases via supporting banks with dedicated schemes. Interest rates are naturally lower owing to the reduced CSD invoice. Road taxes and registration fees depend on the particular Indian state. Although road tax is calculated based on CSD pricing and not the regular civilian ex-showroom pricing, additional costs such as registration, insurance, dealer-level handling charges, service packs and accessories should be paid in full. BH registration is possible, though not mandatory. A BH-registered CSD vehicle offers supreme value for money.
CSD Car Delivery & Maintenance
It is worth knowing that cars purchasable through CSD canteens are not physically stocked at the outlet. Instead, the canteen acts as a nodal agency that enables the purchase through an approved general dealership (need not be in the same region or state). CSD locks the price while the authorised dealership does all the paperwork, PDI and final delivery. Standard maintenance costs and warranty coverage remain the same.
CSD cars, once bought, can only be sold to civilians after an initial lock-in period (usually 5 years). Resale values do not vary drastically from the general trend, as the initial benefits are not filtered down to the second owner. However, in the case of cars with strong resale value, CSD cars lose considerably less in 5 years due to their low initial pricing. Common RTO procedures and fees apply.
Service to Services
The Canteen Stores Department plays a vital role in uplifting the living standards of those serving the nation and their families. Products sold through CSD canteens (groceries to vehicles) are sourced solely through authorised suppliers. Strict documentation and eligibility criteria ensure that the benefits go to those who deserve them, in total fairness, transparency and accountability. CSD benefits raise morale among ones in active duty while also encouraging other members of their family to join the armed forces.
